SUMMARY OF CODEX ALIMENTARIUS ISSUES
III. CODEX COMMITTEE ON GENERAL PRINCIPLES (CCGP)
April 10-14, 2000
1. Revised Draft Working Principles for Risk Analysis
The Committee agreed to return a revised text of the Proposed Draft
Working Principles for Risk Analysis to Step 3 and ask for further
comments, and in particular to consider further the use of precaution
in risk management as a “precautionary principle or approach”
at the next session. Two proposals on "precautionary principle"
appear as paragraph 34 in square brackets in Appendix III of Alinorm
01/33. Circular Letter (CL), CL 2000/12-GP requested governments
to submit comments on the issue.
2. Risk Analysis: Food Safety Objectives
After noting that CCFH and CCFICS had discussed the concept of
“food safety objectives” in relation to risk analysis,
the Committee agreed that the concept could be further developed
by these relevant Codex Committees, especially in identifying how
it could be applied in specific food safety issues. The CCGP would
then continue to oversee the consistency in the definition and application
of the concept.
3. Role of Science and Other Legitimate Factors in Relation
to Risk Analysis
The Committee agreed that it should proceed with its consideration
of this issue at its next Session. The conclusions of the Committees
involved in risk analysis (CCFH, CCFAC, CCRVDF, and CCPR) will be
considered. These Committees should clarify the integration of other
factors in their work. It was also agreed that CCNFSDU should be
invited to comment on the use of other legitimate factors in its
work related to risk analysis.
4. Proposed Draft Revised Code of Ethics
The Committee agreed to return the Proposed Draft Revised Code
of Ethics for International Trade in Foods to Step 3 and ask for
further comments.
5. Consumer Participation in Codex Work
The Committee discussed the draft Guidance on Measurable Objectives
to Assess Consumer Participation in Codex and, after modifications,
endorsed the draft for the development of a baseline set of data
and for consideration by the Regional Committees when discussing
the standing item on consumer participation. A report should be
made to the Commission every two years.
